雖然CE標(biāo)志是生產(chǎn)商的責(zé)任，但是如果廠家自行在產(chǎn)品上加貼CE標(biāo)志，其在市場(chǎng)開拓活動(dòng)中會(huì)遭遇很多困難，尤其當(dāng)發(fā)生了產(chǎn)品或商務(wù)糾紛時(shí)，其后果不堪設(shè)想。

歐盟各國都有專門的檢查機(jī)構(gòu)，通過各種途徑對(duì)歐盟市場(chǎng)上流通的產(chǎn)品進(jìn)行檢查，一旦發(fā)現(xiàn)產(chǎn)品不符合歐盟指令的要求，進(jìn)口商或制造商都會(huì)受到嚴(yán)厲的處罰，法律起訴的責(zé)任罰款可以高達(dá)數(shù)千萬歐元。一般國內(nèi)的企業(yè)很少直接按照歐洲協(xié)調(diào)標(biāo)準(zhǔn)進(jìn)行生產(chǎn)，對(duì)協(xié)調(diào)標(biāo)準(zhǔn)的具體要求也不甚清楚。

所以，為降低風(fēng)險(xiǎn)，通常生產(chǎn)商會(huì)請(qǐng)第三方認(rèn)證機(jī)構(gòu)幫助進(jìn)行測(cè)試，驗(yàn)證產(chǎn)品的符合性，并出具證明文件。尤其是指令中規(guī)定的高危險(xiǎn)產(chǎn)品，必須由公告機(jī)構(gòu)（NOTIFIED BODY）簽發(fā)證明。其優(yōu)點(diǎn)是：

確保所生產(chǎn)的產(chǎn)品符合歐洲協(xié)調(diào)標(biāo)準(zhǔn)的要求；
可以獲得客戶或進(jìn)口商最大的信任度；
能最大程度地獲取市場(chǎng)監(jiān)督機(jī)構(gòu)的信任，以降低被查出不符合安全和衛(wèi)生要求的風(fēng)險(xiǎn)；
有效預(yù)防各種指控情況的出現(xiàn)，如被消費(fèi)者協(xié)會(huì)或類似保護(hù)團(tuán)體的指控以及同行出于競(jìng)爭(zhēng)考慮的指控，在面臨訴訟情況下提出有利的佐證。
